The Highlands has narrow streets, on-street parking on both sides, and crowds on the sidewalks day and night. People cross mid-block, drivers circle looking for parking, and cyclists and scooter riders squeeze between moving traffic and parked cars. Kentucky law requires drivers passing a bicycle or electric scooter in a single lane to leave at least three feet when there’s room (KRS 189.340). Drivers and passengers also have to check before opening a door into traffic. When they don’t, a rider can be thrown into the street.
